Is a heat pump required when I replace equipment in an existing East Palo Alto home?
The City's reach code page describes all-electric rules for new construction, and says enforcement of those parts is paused due to federal preemption questions. It does not list a replacement mandate for existing homes. Confirm with the City Building Division.
Who supplies electricity in East Palo Alto, and are there rebates?
PG&E delivers power, and WestLight Energy (formerly Peninsula Clean Energy) is the community choice provider for San Mateo County. WestLight lists rebates for heat pumps and other upgrades; confirm terms directly with WestLight Energy.
Will an EV charger require a panel upgrade?
Not always. A load calculation shows the spare capacity, and load management can often avoid a service upgrade. Smaller older panels may still need replacing.
How are permits handled in East Palo Alto?
