Does MCE's rebate limit other projects?
MCE's terms say you cannot add other electrification projects, such as solar, batteries or EV charging, for 12 months after the heat pump is installed. Plan the order with that in mind.

Yes. Bay Area winters are mild, and correctly sized heat pumps heat comfortably through them. Sizing and duct condition matter more than the brand.
